Application for membership will be accepted from any person who expresses interest in the shooting sports and firearm education. Such persons shall meet any and all licensing requirements mandated by the State of Minnesota and the United States of America. An individual who has forfeited or lost through legal proceedings their firearms rights (indicted or charged with a felony, domestic violence, or other charges) will automatically be disqualified from possible membership. Prospective members must show proof a current hunting license(s) and proof of a hunter education certificate if applicable. Any person meeting the qualifications above may submit an application in their name for approval to the membership. Upon receiving a majority vote of the membership in attendance at a regular meeting, the prospective member will be accepted as a member in good standing of the Northwoods Shooting Sports and Education Center and will receive a membership card specifying any appropriate provisions of membership. The annual membership dues shall be $35.00 per year Single Membership and $50 per year Family Membership. Membership year shall be from January 1st to December 31st regardless of when during the year a member joins. Any memberships received after October 1st of the year will be applied to and for the following upcoming year. Any memberships taken in by the club after October 1st are considered for the following year. Only members that have not supplied an E-mail address or indicated they have no E-mail will receive mailed renewal notices. All other members are asked to visit the clubs website at www.northwoodsshooting.com and print off the two page down loadable membership application and mail it in to the club at P.O.Box 274 Cloquet , MN 55720 with their membership fee. Members will be able to renew their membership for however many years they wish, anyone wishing to renew for more than a one year membership just need to submit a corresponding membership fee for those number of years.
It is the policy of the club to allow members to bring non-member guests to the range. This is allowed in the anticipation of generating additional official members from guests. It is the policy that guests pay a $5.00, guest fee for the day of their use of the range. It is advised that the guest fee be placed in the designated range fee container at the time of the visit. It is the standing policy of the club to strongly advise members not to give out the range access combination to a non-member and allow them to use the range without the member being present. Such actions will be considered prohibited, and subject the member to Suspension or permanent Expulsion from the club. (Article II Section 4).
Specific Committee Director Positions will be allowed to be positions of appointment of interested and willing members in good standing. Committee Director appointments must be approved by at least two (2) N.S.S.E.C. acting Officers, with final approval of President. Individuals interested in assuming a vacant Committee Director position must bring their interest in assuming the Director position forward during a regular meeting. If the committee does not already exist, the individual must also provide compelling reasoning as to the need, implementation, operation and objective of the committee. Once need or possible interest for the specific committee is determined, the creation of the specific committee must be passed by the attending directorate (Article II Section 12). Committee Directors are responsible for the organization, planning and carrying out of the activities of that. Directors will be able to form their committees at their discretion from standing members interested in working with the specific committee to carry out the activities. Directors will have to present for approval at regular meetings any expenditures of funds needed in connection with any of the committees activities or operation. (Article IV Section 1). Committee Directors are also responsible to report the committees activities and progress to the current Board of Officers as regularly as possible.
Regular meetings shall be held on the 2nd Tuesday of each month. January designated as the annual meeting in which any annual reports can be presented. Meetings shall be held in a location acceptable to the membership, and at a time acceptable to the membership. A quorum shall consist of the members in attendance. Members shall be considered suspended and thus ineligible to vote if dues are not paid for the current term year.
General Firearm Safety, and Club Range Use Rules :
1). Always Keep the muzzle pointed in a safe direction
2). Always Keep your finger off the Trigger until Ready to Shoot
3). Always Keep the Firearm Unloaded until Ready to Use / Shoot
4). Know Your Target and what is beyond
5). Know how the Firearm Operates.
6). Be sure Firearm is safe to Operate.
7). Be sure Ammunition and Firearm is Compatible
8). Wear Eye and Ear Protection as appropriate
9). Never mix Alcohol or Drugs with shooting activities.
These policies and range rules must be enforced to ensure the safety of all individuals who use and are present at the range during operation. These policies, procedures and rules are in addition to the basic safety rules for handling firearms and ammunition
The following safety guidelines will be followed by all occasional recreational shooters, and active Club Members and the general public. Safety is of paramount importance to everyone on the range, and is the Northwoods Shooting Sports and Educational Centers top priority. All individuals utilizing the range for recreational shooting will adhere to the safe handling and use of firearms and ammunition.
All Northwoods Shooting Sports and Educational Center Club Members shall bear full responsibility for their conduct. Members must always conduct themselves in a safe, lawful, and responsible manner, therefore abide by all Policies and Procedures stated in these Rules of Conduct, and any subsequent additions and revisions thereto.
Firing shall be limited to prepared ranges only, with their adequate impact backstops. Only target holders provided for that range shall be used. When placing targets on the target holders, be positive that the targets are at the proper height that will assure bullet impact in the backstop area, regardless of shooting position.
Firing at objects on the ground or at targets mounted in such a manner that the bullets strike the ground and ricochet is prohibited.
Metal Silhouette target shooting is prohibited.
Firing at aerial targets is prohibited at all times.
It is recommended that rifles only have one loaded round at a time when sighting-in or target shooting.
Children at the range must always be under responsible control and have adequate adult supervision at all times.
After shooting, individuals are responsible for clean-up of any debris, targets, trash, and shell casings upon completion of their shooting activities. SHOOTERS MUST CLEAN UP AFTER THEMSELVES.
Public hours of shooting are published, range members may use the range using discretion and the following guidelines. Shooting is and will be prohibited before 8:00a.m. Shooting is and will be prohibited after sunset for that day, or when lighting conditions compromise safety. (Night time shooting for law enforcement is allowed as controlled non-public access to the range)
The range is for the use of all members. One or more shooters shall not monopolize the range, except for organized club functions or activities During organized club functions or events, educational activities, law enforcement activities or any other activities where the range has been reserved for a specific purpose, firing will not be permitted by other than those participating in the event or activity.
Firearms shall be unloaded at all times except when on the firing line and ready to fire. At all other times firearm actions are to remain open and unloaded, or properly cased and stowed for transport.
When any person is forward of the firing line, the firing line will be closed and all firearms unloaded and actions left open. Any shooters not going down range shall step away from the firing line. The range shall remain closed until a positive check has been conducted for any persons who may still be down range. Before you use the facility always make sure that there is no one down range. Check to make sure someone isn�t working on a backstop or berm on the range. The fact that the gate was locked does not mean that you are the only person on the property. Members are often taking time to work on the range.
Shooting conduct that would be considered as Unsafe or Irresponsible is strictly forbidden.
Examples of such conduct include, but are not limited to:
1.Shooting from positions that preclude the use of the firearms sights (Shooting from the hip)
2. Failing to allow time to reliably reacquire target in sights between firing rounds.
3. Shooting more than one firearm at a time.
4. Shooting at other than approved or deemed unsafe targets.
It is impossible to list here all the specific conduct that a reasonable person, sportsman, or marksman applying common sense would characterize as unsafe or irresponsible. Any member seeing an unsafe situation or violation of range procedure shall immediately call a �Cease Fire�, and the range shall remain closed until the unsafe situation, condition or violation is resolved.
There shall be no use of alcoholic beverages at the range during shooting hours, or when any shooting is being conducted at the range. Illicit drug or Alcohol is not permitted on the ranges at any time. If a member is under the care of a doctor and prescription drugs have been prescribed, it is the members responsibility to not use the range if the prescription causes drowsiness, or other adverse side effects that could cause a safety concern at the range. Use of alcoholic beverages or intoxicating drugs will result in the involved individual not being allowed to shoot and being removed from the range and the situation dealt with as prescribed in Article II Section 2 of these bylaws.

Membership Application should be printed and filled out along with the second page club waiver form, and mailed with your payment to P.O. Box 274 Cloquet, MN 55720. Once application form is received and approved applicant will be notified by either phone or E-mail that the application was received and will at that time be supplied with the ranges gate access.
